If you are an apartment complex using fake cameras and a crime occurs, are you legally liable?

I need to know what the law is regarding the use of fake security cameras when the apartment complex has an obligation to provide security. This in NC

If the lease states that cameras are used they can be sued civily for breach of contract. They are not liable for any crimes committed though.
