Vision Camera

How come there isn’t a night-vision camera good enough to take pictures in the dark without flash?
Is it even possible to take a picture in dark without flash? Will technology get that far?
Ideally, you use a digital SLR. You use a tripod to remove camera shake and set a long shutter speed. This is ideal when taking shots of moving car lights etc, as it gives you nice streaks of light.

I took this at Birchington train station without a flash but with a long shutter speed catching a train pulling into the station. This was done with a fujifilm finepix S602zoom
